As a young boy, he saw his father, a successful personal injury attorney, help injured people put their lives back together. Those early moments did more than spark his curiosity. Why Joe Chose The Law & What Keeps Him Here

Decades Of Service To Terrebonne Parish & The Bayou Region
A proud native of the Bayou Region, Joe built his education close to home. He graduated from Nicholls State University, then earned his law degree from Southern University Law Center in 1986. That same year, he joined Waitz & Downer and spent 11 years practicing law with our firm.
In the video, he notes that he has practiced personal injury law for nearly 40 years. That long courtroom and negotiation experience now supports our clients, even as he serves the broader community as District Attorney of Terrebonne Parish, a role he has held since 1997.
Over those decades, he has taken on leadership not only in criminal justice, but also in building programs that protect and support local families.
How Joe Turns Passion Into Action For Families
Joe’s passion for helping people shows up most clearly in his work with children and families. In 1998, he established the Terrebonne Children’s Advocacy Center to assist child abuse victims as they move through legal proceedings. He still serves as President of that center, helping ensure that young victims have a safe, supportive place during a very difficult process.
He also helped create and lead programs that make day-to-day life more stable for local families. Through Child Support Enforcement efforts, his office works to help ensure absent parents meet their obligations so children receive the support they need.
Joe has placed a strong emphasis on cases that affect public safety, including impaired driving. In 2000, he established the Terrebonne Parish Drug Court. He went on to create several probation and intervention programs within the Terrebonne Parish District Attorney’s Office, including:
- Pre-trial intervention that gives some offenders the chance to complete intervention programs instead of facing prosecution
- Extensive Narcotics Division offered to first-time drug offenders
- Issuing Worthless Checks program
- Court Appointed Probation
- District Attorney Probation
- Gambling Treatment & Referral
- Pre-Trial Release
All of these efforts reflect a clear theme: Joe works to hold people accountable while also creating pathways for change. That balance of responsibility and second chances mirrors the way we at Waitz & Downer see our role when we guide injured clients through difficult seasons of life.
Leadership, Recognition & Community Roots
Joe’s peers across Louisiana have recognized his commitment to justice and community service. He serves on the Board of Directors for Louisiana’s District Attorney’s Association and previously held the role of President for that organization. He is also a member of the Metropolitan Law Enforcement Planning & Commission (METLEC) and sits on the Board of Directors for the United Way of South Louisiana.
He directs the Terrebonne Parish Drug Court Program and has received honors from his alma mater, including recognition as an Outstanding Graduate of Southern University and induction into the Southern University Law Center Alumni Hall of Fame.
Even with these accomplishments, Joe continues to describe himself first as someone who loves the law and loves helping people. In the video, he explains that he enjoys presenting the law, learning the law, and staying on top of it because it allows him to better serve others.
